Ormond Beach: You Really Made a Difference – Please Help One More Time!
Thanks to you for taking the time to act! On February 9th, the Oxnard City Council listened, to hundreds of us via e mail, phone and at the hearing and postponed a final decision on the 2030 General Plan. In early February, hundreds of people sent letters to the Oxnard City Council, and dozens testified during a standing-room only public hearing, to express their concerns about the 2030 General Plan’s impacts on protection and restoration of the Ormond Beach wetland area.
Now the City Council is scheduled to make a final decision on March 2, 2010 about the Ormond Beach Specific Plan. This decision will also directly impact current and planned efforts to protect and restore the Ormond Beach area. A portion of the proposed Specific Plan development lies within the State Coastal Conservancy’s planned wetland restoration area, and the remaining proposed development would significantly impact wetland habitat, plants, and wildlife. We need your help to remind the City of its commitment to a continued public discussion about Ormond Beach from earlier this month. Please write Mayor Holden and the Council Members as soon as possible and let them know that:
• You appreciate that the City Council listened to the community and decided to postpone action on the 2030 General Plan in order to conduct additional public outreach and discussion about land use at Ormond Beach.
• Decisions on the Ormond Beach Specific Plan, including the EIR, should be postponed in order for the City to continue public outreach and discussion about land use in the Ormond Beach area. Decisions made about the Specific Plan could permanently alter land use in the Ormond Beach area and undermine wetland restoration efforts.
• The City Council should postpone the March 2 hearing, any action on the Ormond Beach Specific Plan EIR, and any other decisions regarding the Ormond Beach Specific Plan, at least until public outreach and dialogue regarding Ormond Beach land use and wetland protection and restoration is complete.
• If the City Council does not postpone the March 2 EIR hearing and considers whether to certify the Final EIR, the Council should not certify the EIR because:
o It does not adequately protect Ormond Beach wetlands, account for sea level rise, or consider how new development in the area will interfere with the State Coastal Conservancy’s acquisition and restoration plan.
o It does not adequately prevent or mitigate other project impacts, such as impacts from greenhouse gas emissions, the loss of prime agricultural land, and the considerable water demand that will be generated by the new residential and industrial development.
